As Dr Peter Layton wrote a very good summation of ‘balance’ for ASPI in 2013 ; ‘ The planned duration of a war is an important consideration, although it can be very different from the actual duration, as recent conflicts have amply demonstrated. Rather than a ‘tooth to tail’, perhaps we really have an ‘arm and a spear’.
