Here’s this week’s Weekly Freight Report:

1. Changing your loading schedule at the Ports of LA/LB could save you money.

If you are moving cargo through the Port of LA/LB, you could save a large chunk of money just by adjusting your schedule. The West Coast MTO Agreement (WCMTOA) stated that a Traffic Mitigation Fee (TMF) would be adjusted from Dec. 1, 2021 through Jan. 31, 2022 in order to help move cargo along for the holidays. 2. Shippers should be hesitant to adjust rates given inconsistencies. 

The data is in for this week and there doesn’t seem to be much consistency to the trends with some stats increasing while others decrease. Outbound Tender Volumes decline by 1.65% m/m along with Dry Van Volumes decreasing by 2.76% w/w, while Reefer Volumes see a slight uptick by 1.55% w/w. 3. Canada starts giving ELD warnings to carriers this December.

Manitoba and Ontario law enforcement officers will start giving written warnings for not using certified ELDs, with full enforcement beginning in June 2022. Even carriers operating solely within Manitoba and Ontario provincial borders will also be required to have the ELD devices even though the federal mandate only applies to businesses that cross provincial or international borders. 4. Improvements in cargo removal halt fees at the Ports of LA/LB.   

All hands have been on deck and working together to move cargo from the Port of LA/LB docks… and as a result port officials have delayed charging container dwell fees until Nov. 22nd. Shipping lines, marine terminals, trucks, and cargo owners have all been working together to move containers as the ports have seen a 26% decline in aging cargo on the docks. 5. EPA can’t regulate trailers in recent Greenhouse Gas Ruling.

Truck Trailer Manufacturers Association’s Petition succeeded in having portions of the 2016 Phase 2 greenhouse gas emissions rule thrown out. The portion of the rule that was thrown out would have required heavy- and medium-duty trailers to adopt some combination of fuel-saving technologies. But trailers have no motor… and are not self-propelled… and therefore are not “motor vehicles” and can not be regulated in the same classification as tractors.
